After the dropping of Luna on during The Ground War, priority one was rescuing the Seed Vaults. Priority two was establishing a pipeline to extract soil, minerals, atmosphere, and other resources on an industrial scale. Priority three was people.

Priority four was preserving as much of Earth's animal biodiversity as possible. Within that, the most important things to preserve were animal life that supports plant development and can be farmed with a maximally efficient resources-to-caloric-output ratio.
